Job Profile
The job holder will be responsible for compliance and conformance of legal and regulatory frameworks, policies, strategies, contractual obligations, codes, standards and procedures and asset protection. The job holder will also be responsible for formulating, reviewing and monitoring statutory and legal policies and procedures relating to litigation, prosecution and alternative dispute resolution processes.
Job Specifications
Duties and responsibilities at this level will entail: –
- Coordinating drawing and vetting of Contracts/agreements, and other legal documents/ instruments;
- Monitoring implementation of legal advisories;
- Monitoring legality of policies, instruments, codes, regulations, rules, guidelines, strategies, processes and procedures.;
- Coordinating litigation and ADR strategies and processes;
- Monitoring Implementation of legal research and legal survey findings;
- Monitoring compliance with Constitutional, legal and regulatory requirements;
- Monitoring efficacy of conformance and compliance frameworks;
- Coordinating negotiations;
- Coordinating external lawyers’ engagement, briefs and debriefs;
- Monitoring implementation of contract management system;
- Monitoring efficacy of legal accountability structures;
- Monitoring compliance with Legal Universe;
- Facilitating Legal Compliance Audits;
- Coordinating enactment and implementation of relevant legislative frameworks;
- Monitoring implementation of legal audit findings;
- Representing HELB in court and quasi-judicial bodies; and
- Coordinating classification of matters to be handled under the various strategies (court, ADR, tribunal, out of court settlement).
Person Specifications
For appointment to this grade an officer must have: –
- A cumulative period of twelve (12) years relevant work experience, three (3) of which must be as Principal Legal Officer or in a comparable position;
- Bachelor of Laws (LLB) degree or equivalent qualification from a recognized institution;
- Postgraduate diploma in legal studies from the Kenya School of Law;
- Master’s degree in any of the following, Law, Business Administration Public Administration, or any other social science from a recognized institution;
- Advocate of the High Court of Kenya;
- Valid Practicing Certificate;
- Membership in good standing of the Law Society of Kenya;
- Leadership course certificate lasting not less than four (4) weeks from a recognized institution;
- Certificate in computer applications; and
- Shown merit and ability as reflected in work performance and results.
