About the Project

Digitalisation is transforming the global economy. It creates new business models, optimises
production and revolutionises communication. Balanced and transparent rules enable legal certainty and fair competition on the internet. Only if these rules are harmonised internationally can the economy and society fully benefit from the opportunities of digitalisation.

On behalf of the German Federal Ministry for Digital and Transport (BMDV), GIZ supports
the German Federal Government and its partner governments in their efforts to promote value-based harmonisation in bilateral Digital Dialogues. The Digital Dialogues provide a platform for direct exchange between policy makers, regulators, businesses, academia and civil society. Using a multi-stakeholder approach, GIZ ensures that the Dialogues’ activities reflect the interests and expertise of key players from politics, business, academia and civil society. Together, stakeholders produce tangible solutions for harmonisation that are fed back
into multilateral fora such as the UN Internet Governance Forum (IGF) and G20.

The Digital Dialogue activities are embedded in the GIZ Digital Transformation Center Kenya project in Kenya. The DTC was established to support the country’s digital transition towards a sustainable and human-centred digital economy and society.

 

Responsibilities

  • Under the technical guidance of the Specialist for Process Management, the Digital Dialogue Technical Advisor will have the following responsibilities:
  • Ensuring the effective implementation of the bilateral Digital Dialogue in Kenya
  • Engagement with the varying stakeholders from the private sector, academia and civil society on inputs, engagement and participation in the Digital Dialogue
  • Coordination with the Kenyan Ministry of Information, Communications and The Digital Economy on priority areas, workplan implementation and the annual high-level meeting

In this context, the Digital Dialogue Technical Advisor fulfils the following tasks:

Tasks

  • Advise the focal point at the Ministry of Information, Communications and The Digital Economy, as well as national agencies and other stakeholders of the Dialogue on strategic, conceptual, and technical issues of project development and implementation;
  • Establish and further develop the local network of stakeholders, including research institutions, regulators and companies, as well as identify additional opportunities for collaboration;
  • Prepare and coordinate the development of analyses and technical reports on relevant developments in economic, digital, and innovation policies issues in Kenya;
  • Plan and implement activities such as workshops, technical exchanges, inter-ministerial meetings and high-level delegation visits by sensibly engaging all stakeholders required;
  • Monitor topics, projects and structures in Kenya that are relevant to the country’s digital transformation and of potential interest to the German Federal Ministry;
  • Support the collaboration with ongoing GIZ projects on digitalisation
  • Support the implementation, management and financial planning of the project;
  • Support the integration of the project within the GIZ Digital Transformation Centre Kenya programme;
  • Quality and knowledge management as well as monitoring and reporting;
  • Other tasks as may be required.

Required qualifications, competencies and experience

  • Qualifications and professional experience
  • Completed university degree in the field of political science, political communications, economics, social sciences, international relations, law or a similar subject (advanced degree will be considered an advantage);
  • 5 years of experience in policy advisory and/or implementation of international cooperation projects, preferably focusing on digitalisation, or economic cooperation.
  • Other knowledge, additional competences
  • Excellent diplomatic, strategic, and networking skills, as well as confidence in handling politically sensitive issues and working with high-ranking government representatives.
  • Experience with facilitation of multi-stakeholder dialogues or cooperation with the business community.
  • Proven in-depth knowledge in the areas of digitalisation and private-sector cooperation, as well as a high affinity for technology-related topics and trends.
  • High level of organizational, communication, reporting, and writing skills.
  • Ability to prioritize and deliver assigned tasks diligently under strict deadlines.
  • Excellent skills in writing and speaking English.
  • Willingness to travel also regarding international business trips is required.
  • Proficiency in MS Office, ideally MS Office 365.
